The Sectoral Workshop gathered 60 judges, investigators, prosecutors, defence counsels, correctional officers\u00a0and other experts from 25\u00a0countries across Africa, Asia, Europe, the Middle East, and North America. The purpose of the workshop was to build the capacity of judges to fairly and effectively handle terrorism cases involving juveniles while focusing on the best interest of the child, and to highlight the recommendations contained in the\u00a0<em>IIJ Judges\u2019 Juvenile Justice Practitioners\u2019 Note<\/em>. In particular, the workshop provided a platform for practitioners to examine and apply to their respective national experiences the recommendations contained in the new<em>\u00a0IIJ\u00a0Judges\u2019\u00a0Juvenile Justice Practitioners\u2019 Note <\/em>(hereafter\u00a0IIJ\u00a0Judges\u2019\u00a0Note),<em> <\/em>which<em>\u00a0<\/em>support the operationalisation of the\u00a0GCTF&#8217;s\u00a0<a href=\"https:\/\/www.theiij.org\/wp-content\/uploads\/2021\/09\/English-Neucha-tel-Memorandum-on-Juvenile-Justice.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Neuch\u00e2tel Memorandum on Good Practices for Juvenile Justice in a Counterterrorism Context<\/em><\/a>.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/mlqwhsp1u9p8.i.optimole.com\/OM5RUNw-3jaNEOCW\/w:auto\/h:auto\/q:auto\/https:\/\/www.theiij.org\/wp-content\/uploads\/5DM_6712.jpg\" alt=\"5DM_6761\"\/><\/figure>\n\n\n\n<p>During the interactive workshop,&nbsp;practitioners&nbsp;were introduced for the first time to the&nbsp;<em>IIJ&nbsp;<\/em><em>Judges\u2019<\/em><em>&nbsp;Note&nbsp;<\/em>and its fifteen&nbsp;substantive recommendations on how judges can implement the&nbsp;<em>Neuch\u00e2tel Memorandum<\/em>, each illustrated with examples from countries served by the IIJ. In their discussions, participants focused on the role of judges in protecting all pre-trial, trial and post-trial juveniles\u2019 rights, diversion, and juvenile-specific procedures, such as protecting the juveniles\u2019 right to privacy. The practitioners engaged in robust and productive discussions during breakout sessions as they worked through four tailored hypothetical scenarios based on common challenges when handling cases involving juveniles in conflict with the law in a counterterrorism context. The hypothetical scenarios tracked the recommendations in the&nbsp;<em>IIJ&nbsp;Judges\u2019&nbsp;Note<\/em>&nbsp;and provided an opportunity for practitioners to discuss how their respective countries will use the IIJ Judges\u2019 Note to implement and operationalise the&nbsp;<em>Neuch\u00e2tel Memorandum<\/em>&nbsp;good practices. At the core of the workshop, was the protection of the rights of the child and ensuring that the best interests of the child&nbsp;are&nbsp;a primary consideration, in accordance with international law and juvenile justice standards.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/mlqwhsp1u9p8.i.optimole.com\/OM5RUNw-yq8RzEqJ\/w:auto\/h:auto\/q:auto\/https:\/\/www.theiij.org\/wp-content\/uploads\/5DM_6466.jpg\" alt=\"5DM_6761\"\/><\/figure>\n\n\n\n<p>In concluding the three-day workshop, participants provided valuable input to further refine the <em>IIJ Judges&#8217; Notes <\/em>prior to finalisation.<\/p>\n\n\n\n<p>The <em>IIJ Judges\u2019 Note<\/em> is part of a broader project to develop sector-specific Practitioner Notes for judges, investigators, prosecutors, defence counsels, and detention officers.
