Investigation Leadership Workshop on Cross-Border and Returning Foreign Terrorist Fighters

Senior personnel from law enforcement, intelligence, borders and prosecution backgrounds attended an ‘Investigation Leadership Workshop on Cross-Border and Returning Foreign Terrorist Fighters’ at the Mediterranean Conference Centre in Malta between 24 and 27 October 2017. The senior practitioners from Cameroon, Egypt, Jordan, Lebanon, Malta, Morocco, Nigeria and Tunisia explored strategic and tactical intelligence and evidential investigation practices referred to in the GCTF Rabat and Hague-Marrakesh Memoranda and the GCTF Border Security Initiative. Assisted by leading subject matter experts selected from the UK, US and Netherlands they formulated country action plans, regional action plans and identified further training and development needs for delivery of greater capability in their respective countries and regions. This workshop forms the first ‘Scoping’ phase of a UK-funded project, which will be followed by training, mentoring and monitoring & evaluation phases to be conducted in partnership between the IIJ and the UK international Counter Terrorism Police Liaison Officer network.
