The Nexus of Parliamentarians and Criminal Justice Actors in Counter Terrorism: Implementing the GCTF Valletta Recommendations

IIJ coordinates counterterrorism dialogue between parliamentarians and judges during an EU funded regional workshop, The Nexus of Parliamentarians and Criminal Justice Actors in Counter Terrorism: Implementing the GCTF Valletta Recommendations, in Cairo, Egypt in coordination with the Arab Parliament and hosted at the League of Arab States, on October 24 and 25, 2017.  During this 6th regional workshop on the role of parliamentarians in countering terrorism through the rule of law, judges and legislators from the Middle East, Africa and Europe shared national experiences in the implementation of the 11 Valletta recommendations which focus on incorporating international instruments against terror into domestic law; establishing a framework that allows investigators and prosecutors to hold terrorists accountable while respecting human rights; engaging civil society in the development and implementation of national counter terrorism strategies; and ensuring oversight of law enforcement services.  During the workshop, several judges provided examples of difficulties experienced in the implementation and interpretation of legislation that was unclear or inconsistent with other national laws. Legislators expressed the desire to: receive technical assistance in drafting counterterrorism legislation, engage in a dialogue with internet service providers, examine the issue of women and children who may be forced to support terrorist organizations, and deliberate on good practices for securing intelligence and ensuring cyber security.
