En septembre 2022, l’IIJ, en collaboration avec les responsables de l’initiative REMVE du Forum mondial contre le terrorisme (GCTF), les \u00c9tats-Unis et la Norv\u00e8ge, a organis\u00e9 un \u00e9v\u00e9nement parall\u00e8le sur l’utilisation de l’ensemble des outils de la justice p\u00e9nale pour lutter contre l’extr\u00e9misme violent \u00e0 motivation raciale ou ethnique (REMVE) en marge de la 77e session de l’Assembl\u00e9e g\u00e9n\u00e9rale des Nations Unies (AGNU). L’\u00e9v\u00e9nement a eu lieu gr\u00e2ce au soutien g\u00e9n\u00e9reux du gouvernement des \u00c9tats-Unis.<\/p>\n\n\n\n

Les principaux objectifs de l’\u00e9v\u00e9nement parall\u00e8le \u00e9taient\u00a0: (1) de mettre en \u00e9vidence la gamme compl\u00e8te des outils de justice p\u00e9nale que les gouvernements utilisent, y compris en coordination avec la soci\u00e9t\u00e9 civile et les acteurs communautaires, pour pr\u00e9venir et contrer les menaces REMVE ; (2) d’examiner comment les gouvernements coop\u00e8rent au niveau transnational dans ce domaine ; (3) d’identifier les outils qui peuvent am\u00e9liorer la compr\u00e9hension de REMVE et les r\u00e9ponses \u00e0 y apporter ; et (4) de mettre en \u00e9vidence les activit\u00e9s en cours de l’IIJ et du GCTF.<\/p>\n\n\n\n

Lors de cet \u00e9v\u00e9nement parall\u00e8le, M. Ilkka Salmi, coordinateur de l’Union europ\u00e9enne pour la lutte contre le terrorisme, et le Dr Pauline Moore, politologue \u00e0 la RAND Corporation et professeur d’analyse politique \u00e0 la Pardee RAND Graduate School, qui est un expert reconnu en mati\u00e8re de REMVE, ont \u00e9valu\u00e9 la mani\u00e8re dont les acteurs de REMVE menacent actuellement les soci\u00e9t\u00e9s et les gouvernements du monde entier. Des hauts fonctionnaires des \u00c9tats-Unis et de la Norv\u00e8ge ont soulign\u00e9 la fa\u00e7on dont les gouvernements coop\u00e8rent au niveau transnational pour faire face aux menaces REMVE, notamment en soutenant le d\u00e9veloppement du REMVE Toolkit par le GCTF et le travail en cours de l’IIJ pour mettre en pratique le Criminal Justice Practitioner’s Guide for Addressing REMVE de l’IIJ. Plusieurs hauts responsables politiques, praticiens et repr\u00e9sentants de la soci\u00e9t\u00e9 civile ont ensuite utilis\u00e9 des exemples concrets pour discuter des mesures r\u00e9centes que les gouvernements ont prises, y compris en \u00e9troite coordination avec des acteurs non gouvernementaux, pour emp\u00eacher l’\u00e9mergence des menaces REMVE et pour les contrer lorsqu’elles apparaissent.<\/p>\n\n\n\n

Les participants et les intervenants ont f\u00e9licit\u00e9 l’IIJ d’avoir r\u00e9uni une telle brochette d’intervenants sur ce sujet important, d’avoir propos\u00e9 des pr\u00e9sentations particuli\u00e8rement substantielles et int\u00e9ressantes et d’avoir suscit\u00e9 un grand int\u00e9r\u00eat de la part des participants.<\/p>\n\n\n\n

L’IIJ continuera \u00e0 mettre en pratique le Guide REMVE de l’IIJ par le biais d’une s\u00e9rie de tables rondes de praticiens de la justice p\u00e9nale, dont la plus imm\u00e9diate sera une table ronde sur la lutte contre les vuln\u00e9rabilit\u00e9s \u00e0 la radicalisation REMVE \/ ERWT (Extreme Right-Wing Terrorism) qui se tiendra \u00e0 Londres en octobre 2022.<\/p>\n\n\n\n
