Lafama Prosper Thiombiano est procureur \u00e0 l\u2019office du procureur de Koudougou, situ\u00e9 dans la province de Boulkiemd\u00e9 au Burkina Faso, \u00e0 environ 75 km \u00e0 l\u2019ouest de la capitale, Ouagadougou. Il est le principal point de contact pour tous les dossiers li\u00e9s au terrorisme dans sa juridiction aupr\u00e8s de l\u2019Unit\u00e9 judiciaire sp\u00e9cialis\u00e9e dans la lutte contre le terrorisme, bas\u00e9e \u00e0 Ouagadougou, o\u00f9 il a pr\u00e9c\u00e9demment exerc\u00e9. Il a suivi le premier cours eCTAC francophone (novembre \u2013 d\u00e9cembre 2020) et a imm\u00e9diatement mis en pratique les enseignements acquis, tant dans son activit\u00e9 quotidienne que dans le cadre de la coordination police-justice.<\/p>\n\n\n\n<p>Suite \u00e0 l\u2019eCTAC, il a envoy\u00e9 une note d\u2019orientation p\u00e9nale \u00e0 la police judiciaire de sa juridiction afin d\u2019\u00e9tablir un cadre de consultation. Constituant un enseignement cl\u00e9 du cours eCTAC, ce cadre de consultation repr\u00e9sente une \u00e9tape importante pour am\u00e9liorer la coordination entre les enqu\u00eateurs et le bureau du procureur. Il a \u00e9galement appliqu\u00e9 les connaissances acquises sur la collecte de preuves et l\u2019importance des garanties proc\u00e9durales conformes aux droits humains dans plusieurs enqu\u00eates r\u00e9ussies relevant de sa comp\u00e9tence.<\/p>\n\n\n\n<p>Inspir\u00e9 par ce qu\u2019il avait appris et d\u00e9termin\u00e9 \u00e0 transmettre ce savoir, M. Thiombiano a ensuite sollicit\u00e9 et obtenu le soutien du minist\u00e8re de la Justice du Burkina Faso pour organiser une importante r\u00e9union de coordination en septembre 2021. Cette r\u00e9union, premi\u00e8re du genre, a r\u00e9uni les principaux acteurs de la lutte contre le terrorisme, notamment des experts, des officiers de police judiciaire, des sp\u00e9cialistes en criminalistique, des associations de victimes et des d\u00e9fenseurs des droits humains, dans le but de renforcer la protection des droits humains. La r\u00e9union a int\u00e9gr\u00e9 les r\u00e9formes r\u00e9centes du code p\u00e9nal et du code de proc\u00e9dure p\u00e9nale du Burkina Faso, ainsi que les bonnes pratiques reconnues au niveau international qu\u2019il avait apprises lors de l\u2019eCTAC, y compris, entre autres, le M\u00e9morandum de Rabat du GCTF (<a href=\"https:\/\/www.thegctf.org\/Portals\/1\/Documents\/Framework%20Documents\/2016%20and%20before\/GCTF-Rabat-Memorandum-ENG.pdf?ver=2016-09-01-115828-653\">Rabat Memorandum on Good Practices for Effective Counterterrorism Practice in the Criminal Justice Sector<\/a>)sur les bonnes pratiques pour une lutte antiterroriste efficace dans le secteur de la justice p\u00e9nale et le M\u00e9morandum de La Haye (<a href=\"https:\/\/www.thegctf.org\/documents\/10162\/140201\/14Sept19_GCTF+The+Hague+Memorandum.pdf\">The Hague Memorandum on Good Practices for the Judiciary in Adjudicating Terrorism Offense<\/a>) sur les bonnes pratiques pour le judiciaire dans le jugement des infractions li\u00e9es au terrorisme. M. Thiombiano a con\u00e7u cette r\u00e9union non seulement comme une occasion pour les parties prenantes de discuter et de partager leurs d\u00e9fis, mais \u00e9galement comme une plateforme pour d\u00e9velopper un plan annuel bas\u00e9 sur des objectifs communs et des \u00e9valuations afin de renforcer la r\u00e9ponse judiciaire du Burkina Faso dans la lutte contre le terrorisme.<\/p>\n\n\n\n<p>Selon les mots de cet ancien participant, l\u2019approche p\u00e9dagogique innovante et le programme de l\u2019eCTAC ont non seulement permis de renforcer ses comp\u00e9tences, mais ont \u00e9galement conduit et inspir\u00e9 une s\u00e9rie d\u2019initiatives visant \u00e0 partager son savoir et \u00e0 d\u00e9velopper davantage les capacit\u00e9s et la coop\u00e9ration au niveau institutionnel. Quel excellent exemple de la mani\u00e8re dont le renforcement des capacit\u00e9s et les investissements dans nos praticiens de la justice p\u00e9nale peuvent accro\u00eetre l\u2019efficacit\u00e9 de la r\u00e9ponse judiciaire globale !
