GCTF Criminal Justice and Rule of Law Working Group – Plenary Meeting

On 11 February 2020, the International Institute for Justice and the Rule of Law (IIJ) hosted the Plenary Meeting of the Global Counterterrorism Forum (GCTF) Criminal Justice and Rule of Law (CJ-ROL) Working Group in St. Julian’s, Malta. The meeting was chaired by CJ-ROL Working Group Co-Chairs Nigeria and Switzerland, with support from the GCTF Administrative Unit and the IIJ.

The CJ-ROL Co-Chairs open the meeting with a briefing on the Working Group’s Work Plan for 2019 – 2021. The GCFT-inspired institutions and key GCTF partners were then invited to present their most recent initiatives as well as future programming supporting implementation of GCTF memoranda. IIJ Executive Secretary Thomas Wuchte briefed members on current and past IIJ activities, including the IIJ’s work supporting implementation and operationalisation of both the GCTF Neuchâtel Memorandum on Good Practices for Juvenile Justice in a Counterterrorism Context under the IIJ Juvenile Justice Initiative and the GCTF Abuja Recommendations on the Collection, Use and Sharing of Evidence for Purposes of Criminal Prosecution of Terrorist Suspects under the IIJ Judicial Capacity-Building Initiative’s West and East Africa Workshops on Evidence.

The meeting wrapped up with the Co-Chairs inviting the GCTF’s Foreign Terrorist Fighter (FTF) and Countering Violent Extremism (CVE) Working Groups to present on their recent activities. The United States, FTF Working Group Co-Chair with Jordan, briefed participants on the April-scheduled FTF Working Group (subsequently postponed due to the COVID-19 pandemic). CJ-ROL Swiss Co-Chair Ambassador Stephen Husy presented a statement from the CVE Working Group on two workshops under the CVE Working Group-led Initiative on National-Local Cooperation in Preventing and Countering Violent Extremism, the first of which was implemented in Montreal, Canada, in November 2019, with a second workshops to take place in Jakarta, Indonesia, in April 2020 (subsequently postponed due to the COVID-19 pandemic).

The following GCTF Members participated in the meeting: the European Union, Japan, Morocco, the Netherlands, Nigeria, the Russian Federation, Turkey, Saudi Arabia, Switzerland, and the United States, as well as GCTF partners such as, the International Centre for Counter-Terrorism – The Hague (ICCT), the Institute for Security Studies, INTERPOL, UNICRI, UN CTED, and UNODC.

The IIJ proudly supports the GCTF’s CJ-ROL Working Group, including by serving as host and implementing partner for the Second Expert Meeting on Criminal Justice Responses to the Linkages between Terrorism, the Financing of Terrorism, Illicit Trafficking in Goods and Maritime Crimes, which took place in St. Julian’s, Malta, on 11-13 February 2020.
