Experts – CT PHARE

About the IIJ

Founded in 2014, the International Institute for Justice and the Rule of Law (IIJ) has a mandate from its 12-member Governing Board of Administrators to provide rule of law-based capacity-building to criminal justice stakeholders —including lawmakers, police, prosecutors, judges, corrections officials,
and other justice sector actors—on how to address terrorism, violent extremism, and related crime. The IIJ also works to strengthen criminal justice systems and build regional judicial, law enforcement
and other criminal justice practitioner networks to promote justice, security, human rights and the rule of law. The IIJ’s primary focus is on countries in North, West, and East Africa, and the Middle East, with engagement in regions including the Balkans, and South, Central and Southeast Asia. For more information, visit the IIJ website: https://theiij.org/.

Moreover, the Council Conclusions on EU External Action on Preventing and Countering Terrorism and
Violent Extremism of June 2020 highlighted the need to strengthen the human rights-compliant criminal justice chain worldwide and noted the critical role played by the GCTF and its inspired institutions – including the IIJ – in promoting these objectives.

Therefore, at the end of 2022, in support of the Council Conclusions, the IIJ has launched the CT PHARE
project – Platform for Human Rights Engagement, funded by the European Union’s Service for Foreign
Policy Instruments (FPI), with the specific objective to increase the degree to which states’ counterterrorism policies, legislation, and judicial strategies, in addition to day-to-day investigation and prosecution practices, comply with internationally-recognised human rights standards – both on
the policy and the operational levels.
