Job Overview:
The IIJ is seeking to engage an expert consultant to support the development of a Good Practices Manual on Establishing Effective Public-Private Cooperation (PPC) for Countering the Financing of Terrorism (CFT).
The manual is part of a CFT capacity-building project in Southeast Asia, which has an overall objective of strengthening institutional capacities of participating countries to reduce illicit financial flows in the Indo-Pacific region and decrease risks linked to the financing of terrorism in a manner that is effective, sustainable, gender-sensitive and complies with human rights and obligations under international law.
The goal of the manual is to equip CFT practitioners and policymakers from Southeast Asia with a reference on good practices for public-private cooperation, presented in a user-friendly and practice-oriented manner. The manual is intended to be used in daily work and to help sustain improvements in CFT policies and practices. The manual will be developed with the support of an expert group consisting of practitioners from the partner countries: Cambodia, Indonesia, Lao PDR, Malaysia, the Philippines, Thailand and Vietnam. The Experts Group Meeting (EGM) is scheduled to be held in person during October at a venue to be confirmed.
The consultancy will consist of three components:
- A pre-EGM survey to obtain feedback from the experts on the proposed content of the manual, which was drawn up after the second regional workshop under the regional project;
- The EGM on 07 and 08 October 2025; and
- Post-EGM drafting of the manual.
Key Responsibilities:
Under the overall guidance of and in close coordination with the Senior Practitioner and project team, the consultant will work to complete the following tasks:
- Development of a survey to obtain feedback from the EGM members on the proposed content of the manual.
- Analysis of survey results and preparation of a presentation on the findings that can be used to guide discussions during the EGM.
- Attendance at the EGM, during which the consultant will help facilitate discussions based on the survey results regarding the proposed content of the manual.
- Conduct additional consultations with experts following the EGM, as considered necessary following consultation with the Senior Practitioner and project team.
- In consultation with the Senior Practitioner and project team, finalise the first draft of the manual or agreed chapters thereof.
- Review and amend the manual following feedback from the project team.
Preparation, Delivery and Reporting (maximum 17 days: 15 days preparation and reporting; 2 days attendance)
- The Consultant will work with the Senior Practitioner and project team to finalise the agenda for the EGM.
- The Consultant will develop the survey, consolidate its findings and present the findings at the EGM as guide for the discussions.
- The Consultant will work with the Senior Practitioner and project team to facilitate discussions during the EGM, whether in a plenary or in breakout groups.
- The Consultant will be in attendance throughout the EGM and will participate in exchanges and discussions with participants.
- The Consultant will work with the Senior Practitioner and project team to draft, review, edit and finalise the first draft of the PPC manual.
Timeframe for product delivery
- The EGM will be on 7 and 8 October 2025, with preparations and coordination expected in advance, such as the pre-EGM survey, consolidation of survey results and preparation of the EGM agenda.
- The first draft of the manual must be submitted in by 31 January 2026.
Requirements:
- At least 10 years’ experience as a practitioner, policymaker or researcher, including demonstrable experience in CFT research and in developing publications on countering the financing of terrorism.
- Experience working internationally with CFT practitioners (members of the judiciary, prosecution, law enforcement and financial intelligence units), policymakers and relevant private sector.
- Familiarity with the Southeast Asian region, and previous interactions with participating countries.
- Excellent research, analytical and drafting skills.
- Fluency in English.
