Academic Unit: Arabic-Speaking Justice Practitioner Consultant

ABOUT THE IIJ

The International Institute for Justice and the Rule of Law (IIJ) is an international organisation located in Malta with a mission to deliver innovative and sustainable capacity-building through the implementation of counter-terrorism-related, rule of law-based good practices developed by the Global Counterterrorism Forum (GCTF) and other international and regional fora.

Since its inauguration in 2014, the IIJ has trained more than 9800 criminal justice practitioners through its interactive capacity-building workshops – in Malta and abroad – that enhance the competencies of parliamentarians, judges, prosecutors, police, prison and other criminal justice practitioners to address terrorism and related transnational criminal activities within a rule of law framework. ACADEMIC UNIT BACKGROUND

The IIJ has developed a reputation for impactful capacity-building for criminal justice practitioners challenged with fast-evolving threats to international security. Following this success, the IIJ launched in 2020 an Academic Unit to provide in-depth courses to criminal justice practitioners aimed at filling critical knowledge gaps necessary for successfully countering terrorism and transnational crime.

The Academic Unit is making a major contribution to the IIJ’s ecosystem of learning through foundational education and provides a resource for maintaining and expanding specialist knowledge in key geographic and thematic areas, in line with the IIJ mission and vision.

As part of that contribution, the Academic Unit has developed an innovative and groundbreaking online Counter-Terrorism Academic Curriculum (eCTAC) followed by an in-person course (CTAC). The e/CTAC is designed to ensure investigators, prosecutors and examining magistrates are better equipped to proactively investigate terrorist plots before attacks occur. The e/CTAC expands practitioners’ knowledge on gathering electronic, telecommunication and financial evidence to prevent attacks, lawful and proportionate use of special investigation techniques, efficient inter-agency coordination, and effective international cooperation. To date, the Academic Unit has delivered this course to five separate cohorts of English-speaking and French-speaking practitioners.

With the curriculum successfully delivered to these practitioners, the IIJ will be offering a new e/CTAC iteration in Arabic for practitioners from the Middle East, North African region and will take place in Mai 2025. The IIJ is seeking to hire, on a short-term consultancy basis, experienced practitioners to support the delivery of this course.

KEY TASKS AND DELIVERABLES

The Consultancy will entail tasks listed below.

• Prepare for the delivery of the eCTAC course by liaising with, advising, coordinating and supporting the Academic Unit staff.

• Review the content of the existing AR eCTAC course available on the Academic Unit’s online learning platform to ensure its accuracy, relevance, and alignment with current terminology and best practices in the field.
• Review the Arabic translation to ensure the accurate use of technical terms.
• Revise and adapt the modules (including the lecture notes and slide presentations) to better legal frameworks and legal traditions (civil, Islamic jurisprudence, and hybrid) of the MENA region.
• Recommend and make available additional background reading materials relevant to the MENA region (preferably in Arabic, but may also be in French and English).
• Record the corresponding video lecturettes, briefings, and debriefings in Arabic
• Facilitate at least one online tutorial (approximately two hours) to discuss and provide feedback to participants on the modules.


TIMEFRAME FOR PRODUCT DELIVERY

• All the content of the AR eCTAC must be updated and submitted by 15 January.

• All recorded video briefings and debriefings must be submitted in their final version by 31 January 2025.

CONSULTANT CRITERIA

• Experience in the design and delivery of courses on criminal investigations and/or prosecutions, whether that be developing a whole programme of work or shaping existing programmes – preferably terrorism-related.
• Experience as an investigator, prosecutor, and/or examining judge of terrorism cases.
• Experience of working overseas with other law enforcement/security organisations or prosecutorial services, including at a policy level.
• Experience of delivering capacity-building projects overseas as well as a familiarity with the Middle East and North Africa region and previous interactions with countries in the IIJ geographic focus regions.
• Experience in drafting training curricula and developing training courses for different types of justice sector actors involved in the investigation and/or prosecution of terrorist cases.
• Advanced degree in International/European Law, Law, Political Sciences, International Relations, Public Affairs/Public Administration, Development Studies or a related field.
• Excellent drafting skills.
• Strong conceptual thinking and analytical skills.
• Successful proven organisational and prioritisation skills.
• Energetic and adaptable in her/his approach with the ability to work individually and/or as part of a team.
• The ability to exercise good judgement and discretion at all times.
• Efficient in observing deadlines and achieving results in accordance with qualitative and quantitative parameters.
