Job Overview:
The IIJ is seeking applications from qualified English-speaking judicial experts to support the development and delivery of an innovative and ground-breaking new Financial Counter-Terrorism Academic Curriculum course for Trial Judges from Southeast Asia (FIN TJ CTAC).
The FIN TJ CTAC course will be offered to judges from jurisdictions in Southeast Asia including Cambodia, Indonesia, Lao PDR, Malaysia, Philippines, Thailand and Vietnam.
The course will consist of two components:
i. An online component (FIN TJ eCTAC), consisting of self-study modules, tutorials and practical exercises delivered over approximately five weeks from May to June 2025.
ii. An in-person component (FIN TJ CTAC) consisting of five days intensive face-to-face training delivered in September 2025. Participation in the in-person FIN TJ CTAC will be dependent on successful completion of the online/FIN TJ eCTAC course.
Key Responsibilities:
The in-person component of the course will take place in Jakarta, Indonesia from 15 to 19 September 2025.
In coordination with IIJ staff and external experts, the Consultant will facilitate discussions and deliver presentations to advance the course’s learning objectives.
Preparation, Delivery and Reporting (maximum 7 days: 2 days preparation/reporting and 5 days attendance)
• The Consultant will work with the Resident Fellow and other IIJ staff to finalise the agenda for the workshop.
• The Consultant will familiarise his/herself with the existing materials on the learning platform (Canvas).
• The Consultant will work with the Resident Fellow and other IIJ staff to develop suitable practical exercises and case studies that can be used to ensure the training is interactive and practitioner focused.
• The Consultant will facilitate agreed sessions and exercises during the in-person component (with sessions being divided between IIJ staff and experts according to subject matter expertise).
• Participate in exchanges and discussions with participants
• Submit a post-training report, using the IIJ’s template. The reports must be submitted in English.
Timeframe for product delivery
• The delivery of the course will be from 15 – 19 September 2025, with preparations and coordination expected in advance.
• The post-training reports must be submitted in their final versions by 30 September 2025.
Requirements:
• At least 15 years’ experience in criminal justice as a justice practitioner including experience in terrorism or other complex, transnational crime cases.
• Experience as a judge.
• Experience in the delivery of courses on criminal justice, whether that be developing a whole programme of work or shaping existing programmes – preferably terrorism-related but may include other complex, transnational crimes.
• Experience of working internationally with other law enforcement/security organisations. Experience in Africa is an advantage.
• Experience of delivering capacity building projects overseas as well as a familiarity with the region and previous interactions with the target countries of the IIJ.
• Advanced degree in International/European Law, Law, Political Sciences, International Relations, Public Affairs/Public Administration, Development Studies or any related field.
• Professional fluency in English is required

• Strong conceptual thinking and analytical skills
• Successful proven organisational and prioritisation skills
• Energetic and adaptable in her/his approach with the ability to work individually and/or as part of a team
• The ability to exercise good judgement and discretion at all times; and
• Efficient in observing deadlines and achieving results in accordance with qualitative and quantitative parameters.
