The International Institute for Justice and the Rule of Law (IIJ) has successfully completed the online component of the first edition of its Financial Counter-Terrorism Academic Curriculum for Judges (FIN TJ CTAC). This specialised course aims to strengthen the ability of trial judges from Cambodia, Indonesia, Malaysia, the Philippines, Thailand, and Vietnam to effectively adjudicate terrorist financing cases.
Funded by the Government of Canada through DFATD, the programme combines an engaging online phase (21 May – 27 June 2025) with an intensive in-person training week, scheduled for 15–19 September 2025 in Southeast Asia.
During the online sessions, participants took part in interactive discussions and practical tutorials led by experts Marie Compère, a French judge and counter-terrorism specialist; and UK-based King’s Counsel Peter Caldwell and Kirsty Brimelow, both highly experienced in financial crime and terrorism cases.
The curriculum explored international legal frameworks and good practices for countering the financing of terrorism, with a strong focus on the judiciary’s role, FATF standards, and evidential challenges. The programme also promoted regional cooperation and peer learning.
Judges who successfully completed the online phase will be invited to the in-person session, allowing for deeper exploration of key issues and the opportunity to strengthen professional networks across the region.
