Job Overview:
The IIJ is seeking applications from a qualified Arabic-speaking expert to support the delivery of its Academic Unit’s innovative and ground-breaking Counter-Terrorism Academic Curriculum (CTAC) for criminal justice practitioners (investigators, and prosecutors) from the MENA region.
The CTAC course will be offered to prosecutors and investigators from jurisdictions in the MENA region.
The course will consist of two components:
- An online component (eCTAC), consisting of self-study modules, tutorials and practical exercises delivered over approximately five weeks from 22 October to 20 November 2025.
- An in-person component (CTAC) consisting of five days intensive face-to-face training delivered from 24 to 28 November 2025. Participation in the in-person CTAC will be dependent on successful completion of the online component.
Key Responsibilities:
In coordination with IIJ staff and external experts, the Consultant will prepare for the delivery of the eCTAC course by liaising with, advising, coordinating and supporting the Academic Unit staff.
- Review the content of the existing Arabic eCTAC course available on the Academic Unit’s online learning platform to ensure its accuracy, relevance, and alignment with current terminology and best practices in the field.
- Revise and adapt the modules (including the lecture notes and slide presentations) to better legal frameworks and legal traditions (civil, Islamic jurisprudence, and hybrid) of the MENA region.
- Recommend and make available additional background reading materials relevant to the MENA region (preferably in Arabic but may also be in French and English).
- Develop and agree an outline plan for the new module in consultation with the Resident Fellow and Director of the Academic Unit.
- Draft a workbook and accompanying PowerPoint presentation for the new module.
- Video record one lecture in Arabic that can be viewed online by participants.
- Develop a six-question quiz to test participants’ knowledge following completion of the module developed by the Consultant.
- Draft one written exercise that can be used as the basis for a tutorial during the online course.
Timeframe for product delivery
- Review existing materials and proposed course outline by 20 November 2025.
- Develop one module on a topic to be agreed with the Director and Resident Fellow including addressing any comments provided by the Resident Fellow and/or Director.
- Draft one written exercise that can be used as the basis for an online tutorial discussion.
Requirements:
- At least 15 years’ experience in criminal justice as a justice practitioner including experience in terrorism or other complex, transnational crime cases.
- Experience in the delivery of courses on criminal justice, whether that be developing a whole programme of work or shaping existing programmes – preferably terrorism-related but may include other complex, transnational crimes.
- Experience of working internationally with other law enforcement/security organisations.
- Experience of delivering capacity building projects overseas as well as a familiarity with the MENA region and previous interactions with the target countries of the IIJ.
- Advanced degree in International/European Law, Law, Political Sciences, International Relations, Public Affairs/Public Administration, Development Studies or any related field.
- Professional fluency in Arabic is required

- Successful proven organisational and prioritisation skills
- Energetic and adaptable in her/his approach with the ability to work individually and/or as part of a team
- The ability to exercise good judgement and discretion at all times; and
- Efficient in observing deadlines and achieving results in accordance with qualitative and quantitative parameters.
