Job Overview:

The International Institute for Justice and the Rule of Law (IIJ) is seeking to hire a qualified expert to assist in developing a guide on artificial intelligence (AI) and criminal justice counterterrorism approaches in Latin America.  The guide is part of a broader initiative that partners with the Governments of the United States and Argentina.  It will contain cutting-edge technology trends and practical lessons for criminal justice practitioners and policymakers on how to counter terrorist use of AI and how to use this technology for law enforcement in Latin America.  Moreover, the guide will be the first document offering analysis and recommendations tailored to Latin American states’ current threat pictures and existing legal and policy frameworks.  It will position Latin American states to more effectively leverage AI to investigate and prosecute terrorism and other serious criminal activity. 

Key Responsibilities:

In coordination with IIJ staff and external experts, including governments, think tanks, and academics, the consultant will develop a guide on artificial intelligence and criminal justice counterterrorism approaches in Latin America.  The following are the key responsibilities which will be undertaken by the consultant:

  • Analyse survey results that Latin American governments will submit following the first IIJ Expert Meeting on AI and Criminal Justice Counterterrorism Approaches in Latin America, which will be held in December 2025;
  • Conduct research and engage in interviews and other communications with criminal justice practitioners in Latin America to synthesize first-hand experiences countering terrorist exploitation of AI and leveraging AI for law enforcement purposes;
  • Complete a detailed outline, followed by a full draft of a guide for criminal justice practitioners and policymakers in Latin America on countering terrorists’ use of AI and on leveraging AI for law enforcement purposes effectively and in line with the rule of law;
  • Attend and lead the development of materials at one or two expert meetings in 2026;
  • Finalize the guide based on feedback received at and following those expert meetings, conducting additional research as necessary and useful; and
  • Present the final version of the guide at an official launch event, along with practitioners and experts, to a broader group of Latin American criminal justice practitioners and policymakers.

Requirements:

  • Demonstrated subject matter expertise in counterterrorism and in AI;
  • Strong knowledge of legal contexts in Latin America;
  • Fluency in English, with excellent drafting and communication skills; and
  • Proficiency in Spanish (and/or Portuguese);
  • Excellent interpersonal skills and the ability to establish and maintain effective working relationships with people of different national and cultural backgrounds; and
  • Natural networking skills and an ability to constructively manage internal and external relationships with diplomacy, cultural sensitivity, and discretion.

Additional Qualifications:

  • Experience as a criminal justice/law enforcement practitioner;
  • An existing network of contacts in Latin America relevant to counterterrorism and/or AI, including governmental, non-governmental, and technology sector contacts;
  • Understanding of diverse legal and political frameworks and contexts in Latin American countries; and
  • Availability to travel to international programmes.
