On 10-12 February 2026, the IIJ convened its fourth Regional Workshop, in Jakarta, on Improving the Effectiveness of Terrorist Financing Preventive Measures in Southeast Asia. This workshop was made possible through the support of the Government of Canada and in partnership with Indonesia’s National Counter-Terrorism Agency (BNPT).
The workshop examined the critical components of an effective terrorist financing prevention framework, including robust mechanisms for inter-agency and regional cooperation; tools to enable the timely exchange of intelligence and financial information; strengthened systems for the identification, freezing, seizure, and management of criminal proceeds; risk-based monitoring and supervision of high-risk private-sector actors; enhanced early detection capabilities; and effective screening for targeted financial sanctions.

The opening session featured remarks from Mr. Dionnisius Elvan Swasono, Acting Deputy for International Cooperation BNPT; Ms. Andrea Scheske, Second Secretary, Embassy of Canada to Indonesia, and Mr Reinhard Uhrig, Officer-In-Charge of the IIJ.
The meeting brought together prosecutors, law enforcement officials, financial analysts and investigators, and regulators from Cambodia, Indonesia, Lao PDR, Malaysia, the Philippines, Thailand, Timor Leste and Vietnam, alongside representatives from key institutions, including the Asia Pacific Group on Money Laundering (APG), ASEANAPOL, INTERPOL, Royal Canadian Mounted Police (RCMP), United Nations Office of Counter-Terrorism (UNOCT), and the UN Counter-Terrorism Committee Executive Directorate (UN CTED).
Closing remarks were delivered by H.E. Ambra Dickie, Ambassador of Canada to ASEAN, who reaffirmed Canada’s commitment to combatting threats to regional and international security and stability. The Ambassador thanked the IIJ for convening participants from the Southeast Asian countries for the past few years. She highlighted the partnership between Canada and ASEAN at several fronts involving peace and security, including non-proliferation efforts, cybersecurity, maritime security, and Women, Peace and Security.
