Job Overview:

The Southeast Asian region is undergoing a rapid digital transformation characterized by a massive increase in information and communication technology development. While these advancements foster economic growth, they simultaneously provide a fertile “testing ground” for terrorist actors and organized crime groups to exploit Artificial Intelligence (AI) and other emerging technologies for sophisticated propaganda dissemination, recruitment, and attack planning.

In response to these evolving threats, the International Institute for Justice and the Rule of Law (IIJ) will host a three-day regional workshop in Jakarta, Indonesia, in Summer 2026. This workshop will bring together over 40 practitioners, lawmakers, and policymakers from Southeast Asian governments to address critical gaps in regional criminal justice capacity to counter the misuse of AI and other emerging technologies for terrorist purposes and to leverage technology for law enforcement, consistent with human rights and the rule of law.

The IIJ seeks one (1) consultant to conduct mapping of and research on relevant issues to be discussed at this workshop.  

Key Responsibilities:

The Consultant will work under the overall guidance of the IIJ Senior Manager and Officer-in Charge for the Programmatic Unit, and under the direct supervision of the IIJ Programme Manager.

The Consultant’s services will entail the following tasks within the timeframes provided and with regular discussions on progress with the IIJ Progamme Manager. The Consultant will integrate feedback from the IIJ on the work produced.

  1. Conduct a Regional Mapping/Research (5 days; pre-workshop; starting in April 2026):
    1. Conduct Substantive Research:
      1. Analyze relevant, SEA-specific issues regarding the use and misuse of AI and other new technologies for threat vectors which allow for the commission of terrorism/violent extremism leading to terrorism (VERLT) and organized crime, and the use of AI to detect patterns in extremist propaganda;
      1. Map international, regional and national frameworks (conventions, laws, policies, and protocols if possible) in relation to relevant and applicable cybercrime, electronic transactions, criminal procedure applicable to electronic evidence, and terrorism;
      1. Identify key issues from the above which are relevant in SEA, including human rights safeguarding, conflict of laws, Mutual Legal Assistance (MLA) bottlenecks and variations in technological readiness;
    1. Conduct Mapping of Stakeholders (including via interviews if feasible): identify “on-the-ground” challenges, main stakeholders and key existing initiatives (projects, working groups at national, regional or international levels, ex. in ASEAN or UN);
    1. Prepare the following Deliveries:
      1. A first draft research/mapping report (no more than 20 pages);
      1. A draft agenda for the one-day policy discussion;
      1. A finalised research/mapping report (no more than 20 pages);
      1. Up to 3 short case studies and support material for group discussion;
      1. An outline of the Outcome Document for discussion at the program and which will be prepare after the program.
  2. Findings Presentation and Moderation at Workshop (3 days; during Program; specific date in June/July 2026 TBC):
    1. Present selected findings at the workshop;
    1. Facilitate breakout group discussions
    1. Take concise notes of discussions;
    1. Attend the Training on days 2 and 3 and contribute as appropriate.
  3. Preparation of Outcome Document (no more than 5 pages) (1 day; within 1 month after Program):

On the basis of discussions, identify joint issues, possible solutions and actions discussed at the meeting (including through the conduct of an interactive survey), prepare the final Outcome Document, and incorporate comments from the IIJ.

Requirements:

  • Proven knowledge of and/or first-hand experience with national or regional/international initiatives/legislation/frameworks focusing on cybercrime (including criminal procedure applicable to electronic evidence),
  • Proven knowledge of criminal justice issues (particularly counterterrorism or organized crime);
  • Academic background or research experience in the relevant fields is an advantage;
  • A proven ability to facilitate high-level public-private dialogues involving Big Tech (Meta, Google, etc.) and Law Enforcement agencies is a significant advantage;
  • Fluency in English is required; proficiency in a Southeast Asian language is a significant advantage.
  • Attention to deadlines and achieving results in accordance with qualitative and quantitative requirements.
  • Ability to work in a team and with individuals from diverse backgrounds.
