The IIJ has concluded the first edition of its Financial Counter-Terrorism Academic Curriculum for Judges (FIN TJ CTAC). Made possible through the support of Global Affairs Canada, the in-person component was held from 15 to 19 September 2025 and built on the topics introduced during the online component implemented from May to June 2025.
The in-person course was attended by esteemed judges and judicial officers from Cambodia, Indonesia, Malaysia, Philippines and Thailand and was facilitated by IIJ staff together with experts, Kirsty Brimelow KC and Honourable Judge Ranto Sabungan Silalahi, Judge TPPT, Supreme Court, Republic of Indonesia.
Through group discussions, presentations and interactive case studies the participants shared expertise and deepened their knowledge on a range of topics including case management, admissibility of evidence, witness protection and asset recovery. The IIJ is grateful to Detective Sergeant Mat Stanley of the United Kingdom’s Metropolitan Police Cybercrime Unit for providing an informative session on cryptocurrency and emerging technology, Mr. Sam Lamour, Senior Liaison Officer from AUSTRAC (Australia), who presented on terrorist financing and the work of Financial Intelligence Units in Southeast Asia, and Mr. Markus Findlay, barrister, for his insightful session on sanctions.
The course also benefited from insights shared by His Excellency Andhika Chrisnayudhanto, Deputy for International Cooperation of the National Counterterrorism Agency of Indonesia (BNPT) and Brigjen Pol. Audie S. Latuheru, Executive Director of the Jakarta Centre for Law Enforcement Cooperation (JCLEC) who presented Indonesia’s experience, achievements, and challenges in addressing terrorist financing.
The IIJ was honoured by the attendance of Mr. Arief Wicaksono Putro, Acting Director for International Peace and Security, Directorate General of Multilateral Cooperation, Ministry of Foreign Affairs of Indonesia, at both opening and closing ceremonies and thanks the host country for its generous support throughout the organisation and implementation of this event.
