IIJ RFTFs Initiative: Rehabilitating and Reintegrating TFs/RFTFs – Second Mali Workshop

In February 2019, the International Institute for Justice and the Rule of Law (IIJ) convened the second in a series of four workshops in Bamako on the rehabilitation and reintegration of terrorist fighters. The workshop was held with financial support from the Government of the Netherlands, and brought together judges, prosecutors, investigators, correction officers, gendarmerie, social workers and religious leaders from various organisations in Mali. The workshop is part of a broader Dutch-funded program on ‘Rehabilitating and Reintegration Terrorist Fighters’, focusing specifically on Mali and Chad, and supporting implementation of the GCTF’s Addendum to The Hague-Marrakech Memorandum on Good Practices for a More Effective Response to the FTF Phenomenon, with a focus on Returning FTFsand other relevant GCTF good practices.

This second workshop in Mali engaged participants in drafting recommendations on how to include rehabilitation and reintegration in Mali’s National CVE Policy and ideas for agency-specific Action Plans. National and international subject-matter experts facilitated the discussions and group exercises, and shared their knowledge and expertise on rehabilitation and reintegration programs, the importance of community outreach, and the role that various stakeholders play in effective rehabilitation and reintegration programmes. The recommendations and discussions will be developed further during a subsequent workshop planned for June 2019.
