The IIJ convened a strategy meeting in Malta to determine how to promote awareness and operationalization of the Neuchâtel Memorandum on Good Practices for Juvenile Justice in a Counterterrorism Context. The Neuchâtel Memorandum – a Swiss-led initiative, with the support of the IIJ – was endorsed by the Global Counterterrorism Forum (GCTF) in September 2016. It serves as a guide for practitioners and policymakers in developing and implementing programs and policies regarding children associated with terrorist acts or violent extremism. During the strategy meeting, criminal justice practitioners, international experts, and national representatives reviewed existing and forthcoming programs and initiatives, and discussed how to use the Neuchâtel Memorandum as the basis for comprehensive practitioner training efforts at the regional, national and local levels. The discussions will inform and shape an agenda for trainings on tools and techniques to meet the specific circumstances of juveniles engaged in terrorism or violent extremism.
