Job Overview:
The Southeast Asian region is undergoing a rapid digital transformation characterized by a massive increase in information and communication technology development. While these advancements foster economic growth, they simultaneously provide a fertile “testing ground” for terrorist actors and organized crime groups to exploit Artificial Intelligence (AI) and other emerging technologies for sophisticated propaganda dissemination, recruitment, and attack planning.
In response to these evolving threats, the International Institute for Justice and the Rule of Law (IIJ) will host a three-day regional workshop in Jakarta, Indonesia, in Summer 2026. This workshop will bring together over 40 practitioners, lawmakers, and policymakers from Southeast Asian governments to address critical gaps in regional criminal justice capacity to counter the misuse of AI and other emerging technologies for terrorist purposes and to leverage technology for law enforcement, consistent with human rights and the rule of law.
The IIJ seeks two (2) consultants working in tandem to prepare material for this workshop’s curriculum and to lead the delivery of the training in Jakarta.
Key Responsibilities:
The Consultant’s services will entail the following tasks within the timeframes provided and with regular discussions on progress with the IIJ Programme Manager. The Consultant will integrate feedback from the IIJ on the work produced. The Consultant will be working in tandem with another Consultant with similar responsibilities; the exact distribution of work under this assignment will be discussed at a pre-workshop online meeting facilitated by the IIJ.
- Curriculum Development (5.5 days; pre-workshop; starting in April 2026):
- Prepare a basic training curriculum outline suitable for a 2-day training of justice practitioners and policy-makers for the region and integrate feedback from IIJ;
- Upon approval of the basic training curriculum by the IIJ, prepare a training agenda and a detailed training curriculum outlining, among other things, the topics and sub-themes, the objectives of each session/module, the methods and supports to be used (lecture, type of exericses, interactive survey…), timeframes, assessment questions to be incorporated in the IIJ feedback questionnaire; and incorporate the feedback from IIJ;
- Develop the training support materials (lectures in Powerpoint; other materials like mindmap, exercises with clear instructions and correction if relevant, etc.) including the a final simulation group exercise and incorporate feedback from the IIJ.
- Identify relevant tools and materials in relation with the training and compile them in a Resource Compendium which should be designed for non-technical practitioners and ideally include, legal frameworks, explainers (articles/videos), tools (including templates, forms, checklists, and toolkits of relevance produced by regional or international institutions), key jurisprudence;
- Training Delivery (3 days; at program; specific date in June/July 2026 TBC):
- Deliver the training in tandem with the other training Consultant as per detailed outline;
- Attend the first day of the program (on policy discussions) and make relevant contributions.
- Post-activity Report Preparation (0.5 days; post-program; within 1 month after the program): Prepare report on the training outcomes of 5 pages max.
Requirements:
PROFILE 1
- Minimum of 7 years of professional experience in digital forensic investigations and/or as a technical advisor to law enforcement/judiciary;
- Proven track record of handling chain of custody issues for digital evidence and/or of presenting technical findings in a court of law highly desirable;
- Previous experience working with regional or international multilateral organizations (such as ASEAN, UNODC, or INTERPOL) on cybercrime capacity-building highly desirable;
- Ability to explain emerging technology concepts and tools in plain language for non-technical judicial officials;
- Attention to deadlines and achieving results in accordance with qualitative and quantitative requirements;
- Ability to work in a team and with individuals from diverse backgrounds.
PROFILE 2
- Minimum of 7 years of experience in criminal justice policy, counter-terrorism, and/or as a prosecutor or judge specializing in high-tech crimes;
- Experience in intelligence-led policing or developing national/regional AI safety and ethics frameworks highly desirable;
- Professional experience with or in a legal compliance unit within a major tech company desirable and/or experience in counter-terrorism operations involving social media radicalization and AI-generated propaganda highly desirable;
- Ability to explain the technological architecture of modern terrorism and organized crime (i.e. the tools, platforms and connected systems enabling terrorism and organized crime) and ethical AI principles;
- Attention to deadlines and achieving results in accordance with qualitative and quantitative requirements;
- Ability to work in a team and with individuals from diverse backgrounds.
