About the IIJ: The International Institute for Justice and the Rule of Law (IIJ) is an organisation located in Malta with a mission to deliver innovative and sustainable capacity-building through the implementation of counter-terrorism-related, rule of law-based good practices developed by the Global Counterterrorism Forum (GCTF) and other international and regional fora.

Since its inauguration in 2014, the IIJ has trained more than 10,000 criminal justice practitioners through its interactive capacity-building workshops – in Malta and abroad – that enhance the competencies of judges, prosecutors, police, prison, and other criminal justice practitioners to address terrorism and related transnational criminal activities within a rule of law framework. The IIJ delivers capacity-building training tailored to the needs of the regions it serves, including East and West Africa; North Africa and the Middle East; Central and Southeast Asia. Job Overview: 

The IIJ implements a comprehensive core skills course for judges, prosecutors, and investigators known as the Counter-Terrorism Academic Curriculum (CTAC).  The course includes a five-week online component consisting of online modules on proactive counterterrorism investigation, prosecution and adjudication.  Each module consists of a pre-recorded lecture and accompanying workbook.  The IIJ is modernising its existing online content with the aim to increase engagement and learning impact. 

The IIJ is seeking to engage an experienced e-learning consultant who can support the redesign and development of the IIJ’s current online content ensuring that the materials are accessible, engaging and in line with the IIJ’s learning objectives and methodologies.

Objectives:

  • Modernise the structure, content, and visual identity of the CTAC e-learning course modules.
  • Develop interactive features to enhance user engagement such as branching scenarios and gamification.
  • Ensure the learning management system (Canvas) remains accessible and usable. 
  • Ensure the content aligns with the CTAC learning methodology, aims and objectives.

Timeframe and deliverables

  1. Redesign the structure and content of selected CTAC modules in line with IIJ methodology and objectives.
  2. Develop features within the e-learning content to improve user engagement including but not limited to:
  • Developing learning paths for users to complete each module.
  • Reducing the reliance on reading materials and pre-recorded lectures by converting content into more engaging formats such as gamification, branching scenarios and/or video and audio content.
  • Integrating quizzes, self-assessments, evaluations, and final reflection prompts to support independent learning and link to real-life scenarios.
  1. Ensure course leaders/IIJ staff can evaluate progress and engagement with the online content.
  2. Engage with the IIJ learning platform provider (Canvas) to embed content on the platform and ensure materials remain accessible taking into consideration the needs of the users – including users accessing the platform with limited/poor internet access.

The project is to be completed by 31 December 2025.

Qualification requirements:

  • At least three years’ experience as an e-learning designer  
  • Excellent instructional design skills
  • Familiarity with learning management systems including Canvas 
  • Experience working for international organisations and/or legal training providers is desirable
  • Fluency in English with additional fluency in French or Arabic highly desirable
