About the IIJ: The International Institute for Justice and the Rule of Law (IIJ) is an organisation located in Malta with a mission to deliver innovative and sustainable capacity-building through the implementation of counter-terrorism-related, rule of law-based good practices developed by the Global Counterterrorism Forum (GCTF) and other international and regional fora.
Since its inauguration in 2014, the IIJ has trained more than 10,000 criminal justice practitioners through its interactive capacity-building workshops – in Malta and abroad – that enhance the competencies of judges, prosecutors, police, prison, and other criminal justice practitioners to address terrorism and related transnational criminal activities within a rule of law framework. Job Overview:
The IIJ is convening an Expert Group Meeting (EGM) on Countering Terrorist Exploitation of Artificial Intelligence in Southeast Asia, to be held 3-4 December 2025 in Jakarta, Indonesia. This high-level meeting will bring together senior practitioners and policymakers from Indonesia, Malaysia and the Philippines as well as international experts to examine emerging risks related to terrorist misuse of AI technologies.
The Expert will play a key role in shaping the discussions by providing specialised knowledge on the operational and strategic implications of AI-enabled threats, sharing best practices, and offering practical guidance for law enforcement, prosecutors, and other criminal justice practitioners in the region. In addition to delivering structured presentations, the Expert will engage in interactive discussions, facilitate or moderate sessions as required, and contribute to the development of an Outcome Report summarising lessons learned and recommendations for future capacity-building initiatives.
This role provides a unique opportunity to influence regional counterterrorism efforts, contribute to policy and operational discussions at an international level, and support the IIJ’s mission to strengthen rule-of-law-based approaches to addressing terrorism and related transnational criminal activities.
Key Responsibilities:
The selected Expert will:
- Participate in preparatory calls with the Programme Manager.
- Prepare structured presentations in line with agreed sessions outline and submit materials in advance.
- Coordinate with other speakers to ensure complementarity of content.
- Deliver presentations during the EGM and participate in or moderate the corresponding discussions.
- Contribute actively to workshop discussions, breakout sessions, and facilitation as required.
- Submit an Outcome Report summarising key insights, contributions, and recommendations within 30 days of the event.
Requirements:
- Extensive professional experience in counterterrorism operations, investigations, or intelligence, including senior-level responsibility for digital exploitation, technical intelligence, or emerging technologies.
- Proven expertise in identifying, analysing, and responding to terrorist use of digital tools, AI-enabled capabilities, or other advanced technologies.
- Demonstrated track record of leading multidisciplinary teams in high-pressure or operational environments, preferably within law enforcement, intelligence, or national security institutions.
- Experience advising or briefing senior policymakers, criminal justice practitioners, or international partners on technology-enabled threat trends.
- Strong background in designing or delivering capacity-building, practitioner training, or strategic guidance related to digital exploitation or counterterrorism.
- Experience working in international or multistakeholder environments; familiarity with Southeast Asia is an asset.
- Excellent command of English (spoken and written), with proven ability to communicate complex technical issues clearly and effectively to practitioner audiences.
- Advanced degree in a relevant field (security studies, digital forensics, law enforcement, technology policy, or related discipline), or equivalent senior operational experience.
