Since its inauguration in 2014, the IIJ has trained more than 10,000 criminal justice practitioners through its interactive capacity-building workshops – in Malta and abroad – that enhance the competencies of judges, prosecutors, police, prison, and other criminal justice practitioners to address terrorism and related transnational criminal activities within a rule of law framework. Job Overview:

The IIJ is seeking applications from qualified legal experts to support the review and development of materials for the IIJ’s core-skills counter-terrorism training course, the ‘Counter Terrorism Academic Curriculum’ (CTAC).  Experts are sought to develop materials in one or more the three working languages of the IIJ: Arabic, French, and English.

The CTAC course is offered to practitioners from countries in Africa and Southeast Asia and includes:

  1. An online component (eCTAC), consisting of self-study modules, tutorials and practical exercises delivered over approximately five weeks.
  2. An in-person component (CTAC) consisting of five or ten days intensive face-to-face training.  Participation in the in person component/CTAC is contingent on successful completion of the online/eCTAC course.

The online course focuses on proactive, intelligence led investigations and prosecutions with 15 online modules covering:

  1. Roles, responsibilities and coordination throughout the criminal justice process.
  2. Evidence management, weight and admissibility  
  3. International Judicial Cooperation.

The in-person component also includes online modules on a range of topics from crime scene management to witness protection and case management.

Objectives:

  • Substantive review of existing course materials in the three languages.
  • In consultation with the IIJ team, amending and updating course materials as required to reflect recent developments in international law and counterterrorism good practices.
  • Drafting new materials on agreed topics.

Deliverables and Timeframe for delivery:

Qualified investigations/legal experts are required to update existing course materials on a range of topics.   

The Consultant/s will be required to complete the following tasks:

  1. Work in coordination with the IIJ staff to review the existing eCTAC and CTAC materials for investigators, prosecutors and judges and determine what updates are required to the existing modules. 
  2. In consultation with the IIJ staff draft new course materials/modules on agreed topics.
  3. Ensure that the materials reflect the regional contexts of the course participants (Southeast Asia, East and West Africa).
  4. Revise, amend and edit drafted materials in response to feedback provided by the IIJ.

Finalised materials should be delivered no later than 31 December 2025.

Qualification requirements:

The consultant/s will have the following qualifications:

  • At least 10 years’ experience in criminal justice as a investigator, lawyer, prosecutor or judge including significant experience in terrorism/financing of terrorism.
  • Knowledge of international best practices on countering terrorism and terrorist financing combined with practical experience as a investigator, prosecutor, lawyer or judge dealing with such cases.
  • Experience in the delivery of courses on criminal justice, whether that be developing a whole programme of work or shaping existing programmes – preferably terrorism-related but may include other complex, transnational crimes.
  • Experience of working internationally with other law enforcement/security organisations.
  • Experience in Africa and/or Southeast Asia is an advantage.
  • Advanced degree in International/European Law, Law, Political Sciences, International Relations, Public Affairs/Public Administration, Development Studies or any related field.
  • Professional fluency in English, French or Arabic is required.  Fluency in more than one of these languages is highly advantageous. 
  • Excellent drafting skills
