ABOUT THE IIJ

The International Institute for Justice and the Rule of Law (IIJ) is an organisation located in Malta with a mission to deliver innovative and sustainable capacity building through the implementation of counter-terrorism related, rule of law-based good practices developed by the Global Counterterrorism Forum (GCTF) and other international and regional fora. Since its inauguration in 2014, the IIJ has trained more than 9000 criminal justice practitioners through its interactive capacity-building workshops – in Malta and abroad – that enhance the competencies of parliamentarians, judges, prosecutors, police, prison, and other criminal justice practitioners to address terrorism and related transnational criminal activities within a rule of law framework. The IIJ tailors its programmes to the needs of the regions it serves, including North, West and East Africa; the Middle East; and select engagement in the Balkans, and Central, South and Southeast Asia. RESOURCE MOBILISATION MANAGER

Are you passionate about driving long-term financial sustainability in the realm of justice and security? The IIJ is seeking a dynamic Resource Mobilisation Manager to lead our resource mobilisation efforts and shape our financial future. Reporting directly to the Director of Administration and Outreach, you will be instrumental in crafting and executing our resource mobilization concept, tapping into new and unconventional funding sources while supporting ongoing IIJ programmes and financial objectives.

DUTIES AND RESPONSABILITIES

  • Responsible for developing IIJ’s overall funding and resource mobilisation concept and managing execution to reach defined funding goals.
  • Existing and potential donor engagement: Cultivate relationships with existing and potential donors and define and develop materials and activities which support resource mobilisation.
  • Cross-unit collaboration: Responsible for compiling donor proposals coordinating with other Unit colleagues to support the funding and resource mobilisation goals.
  • Serve in a cross-functional capacity, working across IIJ operational units to solicit substantive inputs for fundraising proposals. Coordinate draft proposals to ensure they are consistent with IIJ standards and aligned with defined IIJ priorities.
  • Identify new and non-traditional sources of funding in line with the IIJ’s mission and vision.
  • Maintain a deep working knowledge and understanding, values, strategic goals, and programmes of the IIJ to develop persuasive, outcome-driven proposals, and compelling donor materials.
  • Develop a comprehensive understanding of existing donors’ priorities to build and foster relationships with donors through visits and regular communication.
  • Ensure all relevant team members are fully briefed on the terms and conditions of donor grant agreements/contracts, including key deadlines.
  • Collaborate and work closely with the Monitoring and Evaluation Manager to make sure that the proposals demonstrate sustainable impact for beneficiaries and value for money for donors; conduct timely reconciliation of revenue numbers and ensure accuracy of data and reporting.
  • Stay up to date with donor trends and be an internal thought-leader on fundraising approaches and tactics
  • Respond to donor needs for presentation materials, coordinate meetings with appropriate staff, and ensure that donor requests are met.
  • Perform other duties as required in support of the IIJ mission.

PROFILE

  • Master’s degree in international relations, Public Administration, Development Studies, Marketing or Communications, or related field
  • Minimum of 3 years’ experience in fundraising, grants and resource mobilization.
  • At least 4-6 years of relevant experience in a multilateral organisation, NGO or Non-Profit organisations
  • Proven experience and track record of managing relationship and working with multiple government donors.
  • Highly self-motivated and able to work independently, to set priorities and organise work to meet deadlines.
  • Ability to work collaboratively in a challenging environment; ability to work well under deadline and pressure is essential.

TECHNICAL SKILLS

  • Native-level fluency in English. Arabic, French an advantage.
  • Analytical thinking and strong ability to prioritise.
  • Experience in writing promotional materials and generating reports in relations to resource mobilisation.
  • Budget management and complex project management skills

INTERPERSONAL SKILLS

  • Excellent interpersonal, networking and negotiation skills in highly international environments

  • Sensitivity to differences in culture and nationality with the ability to work closely with colleagues from across the world with a range of professional backgrounds.
