Job Overview:
The IIJ is seeking to engage a team of consultants to support the delivery of Training of Trainers (ToT) for West African Practitioners on Mitigating Terrorist Financing Risks, which will be organised on 11-14 November 2025 in Dakar, Senegal.
The ToT will bring together a group of highly skilled CFT practitioners from Benin, Ghana, Ivory Coast, Nigeria, Senegal, and Togo. The objectives of the ToT are:
- To equip the participants with advanced skills and knowledge on different training methodologies so they can develop and implement their own capacity-building programmes in response to country-specific terrorist financing risks, thus becoming true knowledge multipliers and agents of change in their countries; and
- To provide the participants with advanced skills and knowledge on investigation and prosecution of terrorist financing cases, in particular identifying, disrupting and preventing transactions in which terrorist organisations exploit high-risk sectors of the economy, including DNFBPs.
The IIJ team will engage a team of trainers to support this activity. The role of the trainers will be to present in plenary sessions both on training methodologies and pedagogical approaches, to deliver substantive material on advanced skills on investigation and prosecution of terrorist financing, and to lead a breakout group that will do practical exercises on developing its own training modules.
Key Responsibilities:
- Under the overall guidance of the IIJ Executive Secretary, the trainers will work closely with the Programme Manager and the IIJ Director of Programmes.
- The trainers will be required to participate in person in the Training of Trainers (ToT) for West African Practitioners on Mitigating Terrorist Financing Risks, which will take place on 11-14 November 2025 in Dakar, Senegal. The activity will have simultaneous interpretation into English and French.
- Depending on availability, trainers are expected to arrive in Dakar on Sunday 9 November or Monday 10 November, and depart after the ToT is concluded, on 15 November.
- The trainers will participate in preparations for the ToT, including:
- Providing feedback and suggestions for the draft agenda and structure of the ToT;
- Suggesting topics for presentations;
- Suggesting practical exercises for the breakout groups;
- Upon availability and if needed, participating in a preparatory meeting with the project team and/or with other trainers.
- The trainers will prepare presentations on topics upon which they agree with the project team.
- The trainers will each lead a breakout group and make sure that the group participants discuss and practice various teaching and programme design methodologies.
- The trainers will provide feedback on their work with the participants to the project team.
Requirements:
- Experience in delivering capacity-building activities on countering the financing of terrorism.
- Experience in using interactive teaching methods to enhance the learning experience and encourage the participants to share their own good practices, tools, and challenges.
- Experience in working internationally with CFT practitioners (judges, prosecutors, and law enforcement), policymakers, CSOs, or private sector.
- Familiarity with the West African region, and previous interactions with participating countries.
- Fluency in either English or French is essential; fluency or ability to interact in both languages is a significant advantage.
