The IIJ Signs a Memorandum with the Centre of Excellence Defence Against Terrorism (CoE-DAT)

On 22 December 2025, the International Institute for Justice and the Rule of Law (IIJ) and Centre of Excellence Defence Against Terrorism (CoE-DAT) signed a Memorandum of Understanding (MoU) to formalise and strengthen their cooperation in the justice sector. 

The MoU was signed at the IIJ’s headquarters by IIJ Executive Secretary Mr. Steven Hill, and Col. Halil Siddik AHYAN, Director and Turkish Senior National Representative of the NATO COE-DAT.

The purpose of this MoU is to provide a non-legally binding framework that sets out the scope and modalities of cooperation between COE-DAT and the lIJ to enhance and strengthen the competencies of criminal justice practitioners, defence and security officials, and other stakeholders to address terrorism and related transnational criminal activities within a rule-of law framework and in accordance with international human rights standards.
