CT PHARE Facility’s Contribution to the EU CEPOL Webinar under the CT INFLOW II Global Facility: “Upholding Human Rights in Prison”
The International Institute for Justice and the Rule of Law (IIJ)’s CT PHARE facility was pleased to contribute to a European Union Agency for Law Enforcement Training (CEPOL) webinar under the CT INFLOW II Global Facility on “Upholding Human Rights in Prison.”
The session brought together law enforcement, prison, and judicial practitioners from across the MENA region and the Western Balkans to exchange perspectives on legal safeguards, oversight mechanisms, and the practical challenges of managing detention, including in terrorism-related cases. The shared goal was strengthening compliance with international human rights standards.
Building on IIJ’s ongoing support to the Global Counterterrorism Forum (GCTF) Criminal Justice and Rule of Law Working Group, CT PHARE highlighted key findings from its global survey on fair trial rights and pre-trial detention under the Hague and Rabat Memoranda. The survey identified 76 practical action points to enhance justice sector responses.
During the session on “Human Rights and Detention in Counter-Terrorism Cases,” CT PHARE also shared insights drawn from capacity-building initiatives implemented across West and East Africa.
