About the IIJ: The International Institute for Justice and the Rule of Law (IIJ) is an organisation located in Malta with a mission to deliver innovative and sustainable capacity-building through the implementation of counter-terrorism-related, rule of law-based good practices developed by the Global Counterterrorism Forum (GCTF) and other international and regional fora.
Since its inauguration in 2014, the IIJ has trained more than 10000 criminal justice practitioners through its interactive capacity-building workshops – in Malta and abroad – that enhance the competencies of judges, prosecutors, police, prison, and other criminal justice practitioners to address terrorism and related transnational criminal activities within a rule of law framework. Job Overview: The IIJ is engaging an expert to deliver a training for focal points on establishing public-private cooperation (PPC) in countering the financing of terrorism (CFT), with the Good Practices Manual on Establishing Effective Public-Private Cooperation for Countering the Financing of Terrorism as a primary reference material.
The training of focal points (ToFP) is part of a CFT capacity-building project in Southeast Asia, which has an overall objective of strengthening institutional capacities of participating countries to reduce illicit financial flows in the region and decrease risks linked to the financing of terrorism in a manner that is effective, sustainable, gender-sensitive and complies with human rights and obligations under international law.
The goal is to equip CFT practitioners and policymakers from Southeast Asia with a reference on good practices for public-private cooperation.
Key Responsibilities:
Specific Tasks and Deliverables
Under the overall guidance of and in close coordination with the IIJ project team, the consultant will work to complete the following tasks:
- Assist in the finalisation of the ToFP agenda.
- Prepare the training materials for the ToFP.
- Attendance at the ToFP, during which the expert will work with the IIJ project team and other experts.
Preparation, Delivery and Reporting
- The Expert will work with the IIJ project team to finalise the ToFP agenda.
- The Expert will coordinate with the IIJ project team and the other experts to facilitate the ToFP.
- The Expert will be in attendance throughout the ToFP and will participate in exchanges and discussions with participants.
Timeframe for product delivery
- The ToFP will be from 24 to 26 June 2026, with preparations and coordination expected in advance.
- The finalised ToFP agenda must be ready by 08 June 2026.
Requirements: Must have knowledge and experience in public-private cooperation or partnership in countering the financing of terrorism.
