Job Overview:
The IIJ is organising a five-day Practice-Oriented Training for Investigators and Prosecutors on the Prosecution of Terrorism-Related Offences, Including Cases Involving Returning Foreign Terrorist Fighters (FTFs), to be held in Tashkent, Uzbekistan in September 2026, in collaboration with the Law Enforcement Academy of the Republic of Uzbekistan. The training forms part of the European Union-funded project on the Prosecution, Rehabilitation and Reintegration (PRR) of individuals returning from Iraq and Northeast Syria to Uzbekistan (2025-2028), jointly implemented by the IIJ, GCERF, and Hedayah.
The Consultant will play a central role in ensuring the quality and operational relevance of the training by contextualising its materials (case studies, simulation exercises and relevant curriculum components) to Uzbekistan’s legal framework, institutional roles, procedural practices and realistic counter-terrorism scenarios. In addition to developing original scenario-based materials, the Consultant will review IIJ draft training content and liaise with Law Enforcement Academy experts as needed to ensure that all materials are accurate, coherent and fully aligned with the training objectives and thematic structure.
This role offers a unique opportunity to contribute to a high-impact capacity-strengthening initiative supporting Uzbekistan’s criminal justice response to terrorism-related offences. Depending on project needs and the consultant’s performance, there may be opportunities for further engagement in subsequent phases of the project, including support to training delivery.
Key Responsibilities:
The selected Consultant will:
- Participate in preparatory calls with the Programme Manager and provide periodic updates throughout the assignment.
- Review relevant background documentation, including the training concept note, indicative training agenda and relevant Uzbek legal instruments.
- Develop a set of five contextualised, scenario-based case studies for group exercises, with facilitator notes and PowerPoint documents, each including learning objectives, discussion questions and debriefing guidance.
- Design and develop a multi-stage simulation exercise based on a single fictional counter-terrorism case, guiding participants through the full investigation and prosecution lifecycle, from initial intelligence collection through to charging and case preparation
- Review draft IIJ training materials from a contextualisation perspective, providing recommendations and/or tracked-change edits on a rolling basis as materials become available.
- Liaise with Law Enforcement Academy experts as needed to ensure contextualisation recommendations are integrated into the final training materials.
Requirements:
- Advanced degree in law, criminal justice or a related field.
- Familiarity with Uzbek criminal law and procedure, including counter-terrorism legislation and the institutional roles of the Prosecutor General’s Office, the State Security Service and the Ministry of Internal Affairs; demonstrated expertise in a comparable legal system or jurisdiction is acceptable.
- Familiarity with the criminal justice challenges associated with the prosecution of foreign terrorist fighters and returning individuals from conflict zones, including evidentiary, procedural and human rights considerations.
- Proven experience in training design, curriculum development, or capacity-building in the counter-terrorism or criminal justice field.
- Excellent command of English (written and spoken).
- Experience working with international organisations, donor-funded projects, or government institutions in the security or criminal justice sectors is an asset.
- Proficiency in Russian and/or Uzbek is an asset.
- Prior collaboration with the IIJ, GCERF, Hedayah, or other relevant international partners is an asset.
